A total of 10,226 personnel of the Sierra Leone Police (SLP) benefited from a wide range of professional and specialised training programmes in 2025, marking a significant milestone in the institution’s efforts to strengthen the capacity of its personnel and modernise policing in Sierra Leone.
The training programmes covered several critical areas of contemporary policing, including Public Order Management, Collaborative Policing, Senior Management and Leadership, Artificial Intelligence (AI), the Criminal Procedure Act 2024, Crime Scene Investigation, among other specialised areas.
The extensive training initiative formed part of the Sierra Leone Police’s broader institutional transformation agenda as the organisation continues its transition from a traditional “Force” to a modern “Service” capable of responding effectively to emerging security challenges and the changing demands of policing.
The training opportunities were facilitated through sustained engagements and lobbying by the Inspector General of Police, Mr. William Fayia Sellu, with international counterparts, development partners, donor agencies and other stakeholders. Through these engagements, the SLP was able to secure increased opportunities for both local and international capacity building programmes for its personnel, covering different ranks, departments, units and geographical formations of the institution.
The areas of training reflect the changing nature of policing, with particular emphasis on professionalism, modern investigative techniques, leadership, technology, human rights, public order management and improved collaboration between the police and the communities they serve.
The introduction of training in Artificial Intelligence, for instance, highlights the institution’s growing recognition of technology as an important component of modern policing, while training in crime scene investigation and the New Criminal Procedure Act 2024 is expected to further strengthen the ability of police personnel to conduct investigations and operate within the contemporary legal framework.
Similarly, training in public order management and collaborative policing is aimed at enhancing the SLP’s capacity to manage public events and security situations professionally while strengthening cooperation with communities and other stakeholders.
The training programmes benefited personnel at different levels, including officers involved in operational policing, investigations, administration, leadership and specialised functions.
According to the IGP’s capacity building drive, investing in personnel remains central to achieving sustainable institutional transformation, as modern policing requires not only logistics and infrastructure but also highly trained, professional and adaptable personnel.
The 10,226 personnel trained in 2025 represents one of the most extensive annual police capacity building exercises in the history of the Sierra Leone Police, with training opportunities provided both within Sierra Leone and internationally.
The development also forms part of the wider reform and modernisation efforts under the leadership of IGP Sellu, which have placed greater emphasis on professional development, technology, institutional management and specialised policing skills.
The Police leadership has maintained that continuous training is essential for preparing personnel to respond to emerging crimes, technological developments, complex public order situations and other contemporary security challenges.
With policing increasingly becoming technology driven and requiring specialised knowledge, the sustained investment in human-resource development is expected to remain an important component of the SLP’s transformation from a traditional force oriented institution into a professional, service oriented organisation.
The achievement therefore underscores the importance of partnerships between the Sierra Leone Police, government, international partners, donor agencies and other stakeholders in strengthening the country’s policing capacity and improving public safety.
